RE: State providing gas on the highway
Washington State did that for a little while.  They stopped it when it was
discovered that few people that were helped were putting money into the
envelope that Trooper gave them to pay for the gas.  Some bureaucrat decided
it was costing to much!!  Much cheaper to have people cause major slow downs
and road side hazards for all.
