The lights in my 88 GL don't work that way. One way the outer lights come on as dims, the inner lights are off. The other way the outer lights turn off, and the inner (small lamp) lamps (brights) turn on. I have always found that a little strange, but thats how they work. I always thought that the inner and outers should be on simultaneously for at least one setting - Brights.
