I would suggest having something near to where Tom lives so that the
people that would have gone to his can go to this one.

some ideas:
One of the get-together spots on the Potomac River (GW Parkway, DC)
Rock-creek Park (SW of Takoma Park)
Any of the park-like green areas on the google map of Takoma Park
