Can you volks recommend the best way to troubleshoot this plumbing problem?:

When I turn on the tank side of the OEM faucet, I can hear the pump whirring, and even though the tank is full with water (visual chk and LED panel green), it will take a few minutes and then only a small amount of water comes out. My thought is that I need a snake to check the water lines; but I also noticed that water is running out from the bottom of the side panel where the inlets are.

Not sure where to start looking.
