The airplane people do this as a regular thing.  The tool is basically
like a giant tubing cutter - a little cutting wheel that you rotate
against the side of the filter - so you can get through the metal
without putting lots of additional metal bits into the filter.

Like everything else associated with airplanes, it ain't cheap.

various kinds.  A local hot-rod shop may also carry this kind of tool.

If you have access to a lathe with chuck jaws big enough to hold your
oil filter, you can also cut them open that way.
