I think you can eleminate  the rings and pistons as the cause, because of the cylinders swapping low compression. something like a bad valve job with a marginal seal and or tight valve guides or WEAK valve springs can do the same symptoms.  If they are good quality
cylinder sets I would look there last. This is based on marine experience not vw  diesel
