Dennis Haynes was right on the money suggesting that I replace the
reservoir cap. Ten dollars, two minutes, and the gurgling has
stopped, at least from a single afternoon test drive evidence.

I believe it will stay stopped. The old cap, while it looked nice and
everything, blew through like a culvert. No valving going on in
either direction.
