Did you also loosen the upper one in the bracket slot?

Okay so I know this is probably a stupid question so please forgive me but
the synapses are not all in line today -

My power steering belt came off yesterday - not a big deal, I've changed
it before, but......

so I loosened the bolt on the bottom that allows the pump to move forward
in order to put the belt on, but the pump won't budge - is there another
bolt I need to loosen that I'm forgetting about?
