OK, now that I've seen a photo of the switch I can explain. That switch was
a $5,000 option offered by VW when the vans were sold.  If the van ever,
leaks water, hesitates, losses all power all of a sudden or starts rusting,
press that switch. Well worth the upgrade cost.
