That would be a super charger then, but those are more than just a 'small
fan.'
 There has been an aftermarket electric supercharger I think.
Kind of thing JC Whitney would sell. 
Can't work with a carb of course.
And 'small fan' would impede air flow at high intake air volumes, the whole
thing has to be engineered to work in all modes, starting, gentle throttle ,
WOT, etc.
