Happy New Year everyone!!

This morning, I opened the engine compartment on my 1987 Van to add some
power steering fluid and I noticed that while the main water tank was full, the
fill tank behind the license tag was empty. I have never in the 7 years of
ownership have had this bottle to be empty. I had checked the oil and everything
about three weeks ago and it was at the "Max" level then. any ideas or
suggestions are appreciated. Their are no water leaks any where that I can find.
