I had some seriously squeaking brakes on a '75 Westy, same as your problem, when rolling but would stop when the brakes were applied. Turned out to be the thin metal plates that go behind the pads, which were rusty. Found them at a VW dealer, no on line vendor had them. Turns out these are the same ones used on Vanagons.   Jeff
