Blaming the Canadians again... first I have heard of it. :-) There is "Free to air" satellite TV, but really it is nothing new. Back in the 80s when people had those big 14' C band dishes, that's what they were doing - there isn't much available here that would constitute as stuff that I would want to watch. You can tune in European or Asian or South American stuff as their satellites beam to their locations only. The free to air stuff today is just a variation on that, but don't expect to get the Discovery Channel, MTV or anything like that. The only way to do psudo-free TV is to have an internet connection and do a stream simular to what Sony does with their "Location Free TV" - if you are into Linux there is a few projects out there that does this too - http://www.mythtv.org comes to mind. If you like watching TV series, there is always downloading them via peer-to-peer and stuff like that. But, as far as I know there is no way to brew a coffee and share it with big foot on the mountains in Squamish and watch anything that is equivilent to commerical TV.
