it has the chrome bumpers because:
a) the fiberglass ones were cracked and the PO was too cheapo to fix them so
he put chrome ones on it from a earlier model he found at Pick-a-part

b) he wanted the fiberglass ones to update the look of his '87 westy and so
he did the swaperoo (hence the front door trims missing too) before unloading
this '91

my vote is (b).
