I'm having the exact same problem - turn either turn signal on and I get a
solid green light - no flashing.  Then yesterday it started flashing again.
Then today it quit again.  FWIW a few days ago (before the problem started)
I tried turning on my emergency flashers and heard an unsettling "bzzzztttt"
coming from the neighborhood of the instrument cluster.  Sounded like
something shorted out.
