I've never heard of any rating system, or specs that say what a given tire's rolling resistance is. I do find that www.tirerack.com is just an incredible resource for jillions of tires and their specs. 'IF' tires are rated that way, they'd likely have something on it. Otherwise, I'd say narrow, not wide. Tall for higher gearing affect. Stiff side walls, which you can deduct from the load rating and the max pressure. A 185 R14 C tire, comes in C load rating or D. The D load rating ones, they're rated for 1,800 lbs each or so, at 65 max psi. I would think a tire like that would have low rolling resistance for its size. Tire pressure is a major factor of course, higher = less rolling resistance.
