I was just in SoCal on vacation, driving in the HOV or "Diamond" lane when
it hit me:  They are doing it bass ackwards.  Right now, they dedicate a
single lane to cars with more than one occupant.  What they *should* do is
to dedicate that  single lane to the vehicles with ONLY ONE occupant.  THEN
things would change.
