I'm unable to visualize what you're describing here.  Sits on "top" of the
towel roll?  Where or what is it fastened to?  Brackets?  Got a picture?

A piece of quarter inch plywood notched at both ends to sit atop the towel
roll, held in place from rolling off by the bracket at each end... which fit
into the notch in the board. Nothing to remember to do, and a towel is
always there when you need one.
