Is the issue the material or that the system has be tested and proved to be working? I doubt the DMV would require a systems change. It is reasonable that the vapor recovery system is doing what it is intended to do. As quick test, when pulling into a fuel station and opening the filler, do you often hear air escaping? If not than most likely the system needs repair. Last hear it passed without a hitch, but a mechanic told me that this year it will fail due to a new law that went into effect on 1-1-08. I think it has something to do with the fuel tank vent lines. He said that they had to be replaced with different material. Is there anyone from California who is familiar with this new smog requirement that seems to particularly affect Vanagons?
