You might look into an inline four transplant, too.  You should easily
beat your $4k budget and get slightly more power than a rebuilt WBX motor.
The next motor 'refreshment' (if your chassis lasts that long) will be
cheaper and simpler, by far, too.  The fifty degree inline (ala Vanagon
diesel) is pretty simple and clean.
