Virginia.  They're pretty thorough, and not usually such a pain.  In certain locales they also do emissions testing but that is not statewide yet.  I don't know where that mirror attitude came from.  I would think that a device that improves rearward vision and therefore safety would be encouraged instead of banned.  Go figure.
