Sure there would. Talk to listmembers in British Columbia, where the
automobile insurance industry is run by the government. And yes, I
know that most people in BC aren't happy with them, but I can
certainly assure you that in Ontario the competition in the market
sure doesn't lead to lower pricing.

Profit is not the only incentive to the establishment of a corporation.
