Yes.  Fuse #10 (16 amp red) is for the windshield wipers and the heater
blower motors.

If you have a plastic with metal strip type fuse rather than a ceramic
one, it's possible that the plastic has softened enough that the fuse is
no longer making good contact ... even though a visual inspection shows
it's not blown.
