I'm not all that familiar with the mechanical VW turbodiesel engines, but
the injection pump on this one appears to be missing its LDA (the boost
signaled fuel enrichment device).  Is this correct?

Aren't those configurations also found on the Jetta Eco-Diesels?
Essentially a turbocharger added onto an NA engine with no boost enrichment.
