Wheels possibly "out of round"?

I was pretty surprised to see just how out of round some of my 14"
stock wheels were. I had them balance the wheels (new tires) several
times to get them right. Still not convinced they have done so.

Make sure torque on wheel nuts is correct.

Does vibration happen at any particular speed? Does it happen when
brakes applied?
