The catalytic converter, proper ignition timing and a working O2 sensor are the only devices the Vanagon had for NOx reduction. Most other vehicles use EGR. Replace the Cat. It failed on Nitrogen Oxide which was twice the limit (5.65 grams/mile compared to 2.5 max limit). It passed on hydrocarbons and carbon monoxide by a wide margin. There is only one VW specialist in the Phoenix area that I know of 'Karls Kustom' in Mesa. I called them and the first words out of their mouth were 'it probably needs a new catalytic converter'. I do know the van has had little or no maintenance during the last 8 years, prior to which the engine and trans were completely rebuilt. I drive it probably less than 2000 miles a year. I'm under time pressure because the registration expires at the end of the month and it cannot be registered until it passes emissions. Any advice appreciated. -David (Tempe, AZ)
