Maybe that's why they're selling them under the table for $4500...

CFC may be out of money anyway... I've heard there are delays paying
dealers and fears that they won't get paid at all.

Maybe they see selling the van for cash as more of a "sure thing" than
waiting for the govt' to pay them.
