Make sure the jumper is getting power from the white/black wire NOT the
red/yellow, otherwise your conclusions may not hold up. With your jumper
installed do the headlights turn on/off with the headlight switch?

I took a wire and jumped the plug and the lights work. I made a small jumper wire and plugged one end into the hot wire (power wire) and then jumped to the low beam.
