do not try to force the window up.  you will break the fragile regulator which is nla right now.  you have a broken wire in the door jamb.  you can cut the rubber boot open if you are in a rush and tug on the wires one at a time until you find the broken one.  may be in ds or ps.  start with drivers side first.  splice wire back together for permanent repair or just twist it together to get the window back up for now.  no relay or separate fuse.  seen this a hundred times.
