Indeed many small towns offer free camping with hook-ups in their city
park (to encourage, I suppose, the visitor to stay & spend for
awhile).

On our recent cross country drive we found these in Tatum NM and
Crosbyton TX.  Okay, it's not La Jolla or Monterey but they are
pleasant places that welcome campers.

I found the Tatum site in a Google search, have never seen a formal
source for these.
