if you mean broken off bolts in the frame - drill and tap.

if the nut plate that's welded into the frame is stripped...
that's a lot harder to deal with.

those brackets can get by with only 2 of the 3 bolts in place.

or....'if I had to' I might weld just ONE of those brackets to the frame,
but never both.  Would rather not do anything so drastic ....but that is an
option, though an undesirable one.
