after coffee and eyeglass cleaning I went back to german wiring diagrams and found fuse #14 being designated for rear wiper on models from '81. that sure cleared everything up, didn't it? :) maybe if you don't have rear wiper, but fuse installed, a previous owner just stuck fuse in there as a spare. I'm stopping now :)
