Two suggestions:  a) put tiny dab of grease on the end of the speedo
cable, then mount and dismount the cap and see if it actually is
touching.  If it is, something's wrong -- maybe the bearing dust cap
is not seated properly?  b) mount your spare on that position and see
if the problem persists.
