When considering the purchase of a used vehicle, the potential buyer needs to be able to determine just how used it is so as to judge the worth of the vehicle. Documented maintenance and the distance the vehicle has travelled are key elements in making the judgment as to worth. Each and every member of this list is likely to value a low-mileage, well-maintained vehicle higher than a high-mileage, poorly-maintained vehicle, all else being equal. To suggest that the governmentally-mandated presence of a working odometer, in advance of the issuance of a Certificate of Title, is an unreasonable regulatory burden, ignores the potential for abuse and outright fraud in the used-vehicle market. Who among you does not want to know, and possibly confirm using Carfax or AutoCheck, the mileage of a vehicle being considered for purchase?
