That's a poor excuse. If you lose the paperwork, it is guaranteed you will be spending more time at DMV on multiple visits.

As an alternative, most AAA offices offer some DMV services. There's rarely a line at my local branch. Or you can go to a contract DMV branch. Typically no lines because few people are willing to pay the fees.
