That'll keep it from sliding around under normal conditions, but for
something like a rollover you'd certainly need a strap over the top
and I think both straps would need to be quite a bit heftier.  A
worst-case (both tanks filled) would give you something over 40
pounds if it's got two 2.5-gallon tanks.
