Because the curtains are easily drawn out of the way or conveniently
removable and the tint is not???

If you spend any time in the southwestern portions of the USA,
especially in hot weather, you will see a lot of people driving around
with curtains or shades in their windows.  Not just in vans and RVs,
but in all shapes and sizes of passenger vehicles from economy cars to
large SUVs.  I do it regularly, even in New England.  It is an easy
way to help keep passengers comfortable in the summer heat.
