If that were true, everyone on the left coast will soon be dead. I'm
pretty sure the units are microrads/hr, which is only a million times
lower.

10 rads/hr ~= 100 mGy ~= 100 mSv/hr = 2.4 Sv/day  6-10 Sieverts is a
pretty sure lethal dose, so they would have about 3 days.
