Plain water's always worked for me.  The bottle I use has about the
same delivery as an old-timey squirt gun or maybe some more; but a
more diffuse pattern.  Reaches ten feet or so.  I've seen it
suggested on cat sites to use a touch of vinegar, not sure
why.  Pretty sure Windex would be very painful and maybe damaging in eyes.

Hurry to move or not I think it's a behavior that wants discouraging.  YMMV.
