Spoke too fast.  The thermostat and fan sensor are at opposite ends
of the van, looking at different things.  I'm not sure whether the
fan switch is on the input or output side of the radiator, or in the
middle.  Any road, it shifts to high speed at ~210-220F on the 1.9l
and ~205-215F on the 2.1l.
