Go through your headlight wiring with a voltmeter and find out where
you're losing voltage, and fix that.  The 1.9l vans with 7" round
headlights should give as good light as any 7" round sealed-beam
light, which is better than a lot of newer vehicles with custom
headlights (and enormously better than the custom low beams on 2.1l vans).
