As far as I know the answer about the springs is yes - they are the same as
the lower Carat type springs.

With the power windows - start at the wiring in the conduit between the door
and the body of the bus (you know where the wiring comes out of the door and
into the van). The wires in there often break from the door openeing and
closing. That may not be your problem but that's where I'd start because
that's the easiest thing to check.

Good luck - sounds like you're Fleet is coming along nicely :)  What happens
