Sounds normal especially driving around town in stop and go traffic.  On
the highway the fan should come on pulling steep grades like mountain
passes.  And the fan turning on after parking and shutting engine down is
normal.
BTW it is possible to have an air bubble in the cooling system and the
collant tanks appear full.
