As I have mine all apart and cleaned, I asked my mechanic who explained it is for  heater displacement.  I told him that someone had drilled holes on the entire plate and he cautioned me to only drill out 1/2 the plate.  I am going to paint the plate and the flaps as they are getting rusty.  Used stiff brush before cleaning.  I'm putting mine back on.
