Unplug the coolant level controller (position 8 on your panel, has 42
or 43 painted on it).  If the light still misbehaves then you have a
bad cap in the gauge that needs replacing.

If not then we have to diagnose further, but I strongly suspect it's
in the gauge.  Do the test and say what happens.
