Since all the locks can be locked-unlocked from either front door the locks
are designed to avoid locking  the keys inside. You have to make both a
mechanical change, (non power door latch), and an electrical change so
locking the passenger door does not try to lock the others. Doing this worng
cam make the locks cycle until they start to burn out.

if it's intentional, then how do I "BREAK" it so that it works as I'd like
it to (and how it has on all my other busses). On every bus i've owned, the
passanger side has always been able to be locked with the door open.
