Niel,

i have yet to use POR but the smal starter kit of clear that we have also
came with degreaser and metal treatment. They say to use the
treatment/conditioner first and then coat with POR. I assume it's the
treatment that actually neutralizes the rust and then the POR keeps
water/air from getting to the surface again.

Again I have yet to use it but that's how I understand what we were sent.
We also got the clear.
