IIRC it contains a smallish orifice, and I think the heater is to
prevent it clogging in cold weather.  So I think it's the restriction
that's the main point, and the heater comes along with it.

I'm sure that whole setup cost them well over a dollar (I'm guessing
three or four), so I can't see them adding it to an existing engine
just for fun.
