I put in a new tank, with grommets, etc, etc.  Still had
problems.  Turned out to be the grommets on top of the *expansion
tanks.*  They were decomposed and so any crud thrown up by
the wheels would come down in the tank, etc, etc.

This on an '81 air-cooled--probably similar.
