Number 3 speed is the problem child with that system for some reason.
Try tapping the relay with your hand while it is on number 3 speed to
see if you can get it to come on.
It is not the resistor because it would be bad on all of the lower
speeds.  It is either the relay (both could be a little weak) or a bad
wire that you would need to trace out with a wiring diagram and a meter.
